About Us
Meet Qian (Chian) Zhuang, M.S.
Qian is a bilingual (Mandarin and English) Special Education Advocate who has supported more than 100 families navigating IEPs, evaluations, placement concerns, transition planning, and school disputes.
While based in Massachusetts, Qian has experience supporting families across multiple states, including Massachusetts, California, and New York. She understands that although special education laws share many federal protections under IDEA, each state has its own procedures, timelines, and resources. She works closely with families to help them understand their rights, prepare for meetings, and advocate effectively for their children.
Qian is also the Founder and President of AllStars Learning, a nonprofit organization dedicated to helping neurodivergent youth build social, life, and pre-vocational skills.
As both an advocate and the parent of a child with special needs, she brings a unique combination of professional training, lived experience, and compassion to every family she serves.

“Change never happens at the pace we think it should. It happens over years of people joining together, strategizing, sharing, and pulling all the levers they possibly can. Gradually, excruciatingly slowly, things start to happen, and then suddenly, seemingly out of the blue, something will tip.”
― Judith Heumann, Being Heumann: An Unrepentant Memoir of a Disability Rights Activist
